Malacca/Singapore Straits Advisory Service

StrasseLink Pte Ltd is a marine oriented company offering a range of marine related services in Singapore and Malaysia. Besides the various Marine related services offered by StrasseLink, the focus of our operations is the provision of Malacca/Singapore Straits piloting services. We provide our customers with personalised service customised to cater to your requirements.

Our Marine Advisory service is in accordance with the International Maritime Organisation's (IMO) recommendation for the carriage of pilot in the Malacca and Singapore Straits. It was noted that the Straits Pilotage service could offer optimal professional support and nautical assistance for the Captains who are not familiar with navigating in the constraint waters. The service would enhance the overall navigational safety for all users in the Straits and also contribute in the protection of environment of the littoral nations bordering the Malacca and Singapore Straits.

StrasseLink has been among the pioneer companies providing its Marine Advisory service to vessels transiting the east and west routes of Malacca / Singapore Straits. The use of a Marine Advisor (pilot) will help the bridge team manage their resources more effectively to prevent fatigue of the team members. The Master will be provided with the opportunity to consult the professional when in doubt. The pilot's local knowledge will be of extra value to the bridge management team and his professional skillset as a shiphandler will be most welcome in times of need.

At the same time, by using independent state-of-the-art equipment, StrasseLink's pilot is able to provide a double check on the ships navigation system and proceed on the most optimum route, saving bunkers and time to next port of call. With about a decade of experience, we provide safe, quick and reliable 24/7 service all year round. Being Class A1 pilots, Strasselink's pilots are well-experienced in handling all types of vessels including deep-draft VLCCs, LNG/C, FPSO, Oilrigs, semi-subs etc.

IMO's recommendation for carriage of Marine Advisors when transiting Malacca/Singapore Straits.

In an effort to ensure safety of navigation and also environmental protection of the Malacca/Singapore Straits, IMO had many years ago made recommendations with respect to large vessels (VLCC) using the Malacca/ Singapore Straits. (See below. Note: General provisions - no. 3)

As a professional Pilotage service provider, we know and appreciate the dangers and difficulties of navigating vessels in narrow and crowded waterways.

This is especially so when navigating in the Malacca and Singapore Straits. Traffic density in the Malacca Straits had increased tremendously over the years. MPA of Singapore estimates that more than 1000 vessel of all types ply the Malacca/Singapore Straits daily. With many shallow areas lining the stretch of the Straits and coupled with the volume of traffic calling/leaving Malaysia and Singapore ports, VLCCs and other large sensitive vessels have to be very careful in their navigation during their transit.

IMO's Maritime Safety Committee recommendation on routing measures adopted in accordance with provisions of resolution A.858(20). Annex 1

Rules For Vessels Navigating Through The Straits of Malacca And Singapore


Definition
The aforementioned routing measures will be implemented at UTC on 1st December 1998. For the purpose of these Rules the following definitions shall apply:
  1. A vessel having a draught of 15 meters or more shall be deemed to be a deep draught vessel.
  2. A tanker of 150,000 dwt and above shall be deemed to be very large crude carrier (VLCC).
Note: The above definitions do not prejudice the definitions of "vessel constrained by her draught" described in Rule 3(h) of the International Regulations for Preventing Collisions at Sea, 1972.


General Provisions
  1. Deep draught vessels and VLCCs shall allow for an under keel clearance of at least 3.5 meters at all times during the entire passage through the Straits of Malacca and Singapore and shall also take all necessary safety precautions, when navigating through the traffic separation schemes.
  2. Master of deep draught vessels and VLCCs shall have particular regard to navigational constraints when planning their passage through the Straits.
  3. All deep draught vessels and VLCCs navigating within the traffic separation schemes are recommended to use the pilotage service of the respective countries when they become available.
  4. Vessels shall take into account the precautionary areas where crossing traffic may be encountered and be in a maximum state of maneuvering realness in these areas.
